All citizens are expected to learn at the very least the skills to defend their homes and communities,and such training is constantly enforced. Until one has been called up for duty the first time one cannot vote for Senators, so being called up is seen as a form of reaching adulthood.
Due to the nature of the Hegemony, non-human races are not an uncommon sight within many districts, though xenophobic communities do exist. Ozgur within the Hegemony have a tendency to be administrators, and are generally burdened with a lot of the paperwork that gets produced by the various discussions of the Senators.
